Plant Pass scheme governance
The Plant Pass certification scheme is a success story of the Aotearoa New Zealand Government Industry Agreement (GIA) for Biosecurity Readiness and Response framework. Since the launch of Plant Pass in 2022, the widely supported scheme has continued to adapt and develop, co-designed by industry and government.
A single audit for a complex array of risks
Plant Pass:
Reduces likelihood of a pest or disease establishing in a nursery and being spread by the domestic plant trade.
Improves traceability and recall for plants, facilitating rapid tracing in a biosecurity response.
Creates an efficient and effective framework to address new and emerging threats in the plant production supply chain.
Plant Pass provides a one-stop-shop for biosecurity risk management. Plant Pass currently incorporates 14 standards in one audit (and counting). Collectively, Plant Pass lifts standards for our entire biosecurity system.
Can we use Plant Pass to manage our specific requirements?
Plant Pass is an excellent framework to manage emerging threats, sector changes and specific requirements. For example, the Plant Pass scheme already offers equivalence with many sector-specific biosecurity management plans, such as:

Grafted Grapevine Standard
Avocado High Health Scheme.
In addition to the Plant Pass core standard, Plant Pass has modules for kauri-dieback and myrtle rust.

Plant Pass GIA and signatories
Plant Pass was established in 2021 as an Operational Agreement under the Government Industry Agreement (GIA) for Biosecurity Readiness and Response framework. It was launched in 2022.
The GIA is a partnership between primary industry and government to manage pests and diseases that could badly damage New Zealand's primary industries, economy, and environment.
The Plant Pass Operational Agreement was agreed and signed by key stakeholders in the horticulture sector (the Signatories).
NZ Plant Producers Inc (NZPPI) is the Plant Pass Scheme Manager and Secretariat, delivering the scheme on behalf of GIA Operational Agreement Signatories. NZPPI is also a Signatory representing plant producers. The Scheme Manager reports to the Plant Pass Governance Group, which represents all the GIA Operational Agreement Signatories.
